A dealer can apply for an amendment of VAT registration in karnataka if there is-
a. change in address
b. when a dealer wants to deal in additional quantities or if there is change in quantities which he deals with
c. Change of the name of the business
d. Change of the constitution like increase or decrease of partners
e. If there is an additional place of business etc.
However it is difficult to get the amendment of a vat registration since the officers will always be busy or on leave. They dont have any dead line to complete these jobs. Also taking them to inspection is also not very easy, since they are not interested to come. There may also be other issues which may be raised by the officers.

In case of partnership firm if partner are change we can amend the Registration & as well as company we can amend the registration.
But in case of Individual, we cannot amend if proprietor is changed. The registration has to be surrendered and new registration has to be taken on the name of new proprietor.

Yes Mr Amit Sharma is right further i would like to your notice that transfer of VAT Registration incase Individual proprietor to his legal heirs
As Per Notification no: FD-236 CSL 2009 Dt 22.07.2010 point of Amendment of Rule 15.- In rule 15 of the said rule (3), The following shall be inserted namely:-
(4). The legal heir or heirs of a deceased individual dealer requiring for transfer of registration under the proviso to sub section (1) of section 27 shall make an applicationin form VAT 1 along with,-
1.The Death Certificate issued by the Competent authority;
2.A Sucession certificate obtained from the competent court;
3.A sworn affidavit of the legal heirs who do not opt for inclusion of their name in registration or consenting for inclusion of the name or names of other legal heir or heirs; along with family tree
4.A sworn affidavit undertaking to pay any tax or other amount due under the Act by the deceased individual.
5. The registering authority may after such enquring as he may deem fit, permit transfer of registration to the applicant or applicants."
and where as any change in status (for Example conversation Company to LLP) the said company shall surrender the VAT registration under Company's act and obtain fresh registration under LLP Act

No, registration certificate will be sent only after inspection by inspector. After inspection you have to pay security deposit.
Yes you can register even before first sale is made.
